Weare seeking an Engineer 1/2 Telecom & Network Eng NERC to join the staff atour Washington, DC location.  This position supports PHI Test Lab in the design,documentation, testing, R&D and management of telecommunication systemswithin the Telecommunication and Network Engineering Department.  Thisposition performs work that conforms to all project/task requirements thatrequires basic understanding and application of telecommunication engineeringtheories, standards, concepts, techniques associated with the design,installation and provisioning of utility telecommunication systems. Providesand documents settings and configurations of telecommunication systems. Provide engineering and technical direction in the implementation oftelecommunication system projects, studies, plans and engineering activitiesrequiring initiative and sound engineering judgment.  Will work onconfiguration and administration of state-of-the-art telecommunication systemssuch as Synchronized Optical Networks (SONET), Ethernet switched networks,firewalls and radio networks.  This position is a NERC regulated position.As such, a background check will be conducted on the incumbent every sevenyears. Additionally, the incumbent will be required to complete annual NERCcompliance training.   

PHI is posting a position that will be filled at theEngineer 1 or Engineer 2 level. Those candidates who meet the minimumrequirements for the Engineer 1 or the Engineer 2 positions will beinterviewed. The most qualified candidate, from either level, Engineer 1 orEngineer 2, based on the Structured Interview, will be hired.



Experience/Skills:

ENGINEER 1
Required:

·        Bachelor of Science degree in Electrical Engineering orComputer Engineering.

·        Knowledge and understanding of engineering fundamentals,including principles, theories, standards, concepts, and techniques.

·        Experience performing assignments demonstrating typicalengineering skills and competencies.

·        Experience demonstrating skill collecting and analyzingdata.

·        Experience demonstrating skill using PC-basedspreadsheet, word processing and e-mail software.

·        Ability and willingness to travel to various companylocations and work sites.

·        Ability and willingness to work extended hours (includingholidays and weekends) with little or no notice, on-call and during storms andsystem emergencies.

·        Ability and willingness to adhere to safety regulationsand policies and to wear and use safety equipment as required by Federal,State, Local and PHI regulations (for example, steel toed shoes, rubber glovesand sleeves, hard hat, fire retardant clothing).

·        Ability and willingness to work in a variety of workenvironments which may include outdoors in all weather conditions, on or aroundenergized electrical equipment, in confined spaces, climbing, underground andin noisy and dirty environments with proper Personal Protective Equipment(PPE).

·        Must possess a valid driver’s license.

·        Must successfully pass a Criminal History Records Check.

·        Must successfully pass a medical screening to include adrug test.

This position is a NERC Regulated position. As such, abackground check will be conducted on the incumbent every seven years.Additionally, the incumbent will be required to complete annual NERC compliancetraining.

Preferred:

·        Successfully passed the Fundamentals of Engineering (FE)examination.

·        Coursework in telecommunications engineering and/orcomputer science including computer architecture, communications systems,database and computer programming.

·        Experience demonstrating skill using and configuringnetwork tools (for example, SolarWinds, VitalQIP, Network General SnifferPortable, WireShark, Entersys products, Visio, and/or CA products).

·        Experience demonstrating skill with Network RoutingProtocols such as IGRP, EIGRP, OSPF, RIPv1, RIPv2, IS-IS, EGP, and/or BGP.

·        Experience demonstrating skill with Routed NetworkProtocols such as IP, TCP, UDP, DHCP, BOOTP, SSH, FTP. TFTP, SMTP, SNMP, SLIP,PPP, ARP, RARP, and/or SIP.

·        Experience demonstrating skill with Networks such asEthernet, FDDI, ATM, SONET, ISDN, OSI, Frame Relay, T1 and/or T3.

·        Experience demonstrating skill installing and configuringnetwork support systems (for example, syslog servers, radius servers,bootp/dhcp servers, ftp servers, tftp servers, ntp servers, dns servers,Microsoft Windows and/or windows product installs).

·        Experience demonstrating skill using PC-based analyticaland/or presentation software.

·        Experience demonstrating skill using design software (forexample, CAD software, Visio).

ENGINEER 2
Required:

·        Bachelor of Science degree in Electrical Engineering orComputer Engineering.

·        2 years of progressive, relevant engineer experience asdescribed below (including experience as an Engineer 1) OR the equivalentcombination of education, experience and/or training demonstrating thefollowing skills:- understanding and applying engineering theories, standards,concepts, resources and techniques;- working on routine projects independentlyand/or working with teams on larger projects;- collecting and analyzingnon-routine data;- working closely with other groups within and/or outside thecompany;- identifying and analyzing job/project-related issues and problems;-keeping abreast of new equipment, methods and developments in engineering.

·        Experience demonstrating effective written and oralcommunication skills.

·        Experience demonstrating skill using PC-based wordprocessing, spreadsheet and e-mail software to perform work functions.

·        Ability and willingness to travel to various companylocations and work sites.

·        Ability and willingness to work extended hours (includingholidays and weekends) with little or no notice, on-call and during storms andsystem emergencies.
